Prepare the Beef Foundation
- Heat oil in a skillet over medium-high heat. Add ground beef and cook until browned crumbles form. Drain excess fat.
- Stir in garlic powder, onion powder, salt, pepper, and heavy cream. Spread evenly into the bottom of the white ceramic dish.
Steam and Layer
- Steam cauliflower florets for 5-7 minutes until tender but firm. Drain thoroughly.
- Arrange the tender white cauliflower florets in a thick layer over the beef foundation.
Bake and Garnish
- Top the casserole with shredded cheddar cheese, covering the cauliflower completely.
- Bake at 400°F (200°C) for 15-20 minutes. Broil for 2-3 minutes until the cheese shows golden-brown toasted spots.
- Let rest for 5 minutes, then top with a generous sprinkle of freshly chopped green scallions before serving.
