Prepare the Filling
- In a medium bowl, combine the minced meat, salt, pepper, and a dash of sesame oil. Mix until well incorporated.
- Shred the carrots and chop the chives, keeping them separate to ensure vibrant layers during the wrapping process.
The Wrapping Process
- Dip one rice paper sheet into a bowl of lukewarm water for 5-7 seconds. Lay flat on a clean surface.
- Place 2 tbsp of meat, a pinch of carrots, and chives in the center. Fold the bottom over, tuck in sides, and roll. Repeat with a second sheet to double-wrap.
Pan-Searing
- Heat oil in a skillet over medium. Add dumplings seam-side down. Sear for 3-4 minutes until the base is golden-brown and crispy.
- Sprinkle with black and white sesame seeds and chili flakes before serving with soy dipping sauce.
